Is Zeffy a licensed Electronic Raffle System?

Zeffy is not an Electronic Raffle System, as we currently do not offer a service for drawing a winner. Conducting an online draw requires a specific license due to the high risk of fraud and error, and we do not hold such a license at this time.

However, Zeffy can still be used to collect payments online and generate ticket numbers. We recommend checking with your local gaming authority to ensure that Zeffy's electronic tickets comply with their regulations, and to confirm if you're eligible to host a raffle. If not, you may have to generate raffle tickets outside of Zeffy.

Australian organisations: Raffles are not currently supported or available for Australian users on Zeffy.

Licensing requirements

Zeffy can't provide legal or compliance advice — the answer depends entirely on your jurisdiction and the type of raffle you're running. Contact your local gaming authority for guidance:

  • Ontario: AGCO / CAJO

  • Quebec: RACJ (Régie des alcools, des courses et des jeux)

  • Alberta: AGLC

  • British Columbia: BC Gaming

  • Great Britain: Gambling Commission

  • US states: State Attorney General, Secretary of State, or Department of Justice (varies by state)

Regardless of whether a license is required, you should confirm with your authority whether Zeffy's electronic tickets comply with their regulations before launching.

Common questions

Zeffy doesn't appear on my gaming authority's approved vendor list

That's correct — Zeffy is not registered as an Electronic Raffle System provider with gaming authorities. Zeffy is an online payment and ticketing platform: it collects payments and generates ticket numbers, but it does not conduct draws or provide winner selection.

If your license specifically requires the use of a registered vendor to sell tickets, Zeffy would not meet that requirement and you would need to use a different platform for that portion of your raffle.

If, however, your authority permits you to use a separate payment platform for ticket collection as long as the draw happens offline or through another method, Zeffy can be used for that purpose. We recommend confirming this distinction directly with your gaming authority before proceeding.

Can Zeffy provide a contract for my gaming authority?

If your gaming authority is requesting a contract with Zeffy as your online payment processor, the agreement you enter into when signing up for Zeffy — our Terms and Conditions — serves as the contract between your organization and Zeffy.

Note that Zeffy cannot provide a contract as an Electronic Raffle System provider, as we are not licensed for that purpose.

Can I get proof of my Zeffy account for license registration?

You can take a screenshot of your Zeffy dashboard showing your active account and organization name. The Terms and Conditions linked above can also serve as the formal agreement between your organization and Zeffy.

If your authority needs more than this — such as a signed vendor agreement or ERS certification — Zeffy is not able to provide it.

Does Zeffy have a GLI certification or ERS supplier number?

No. Zeffy does not hold a GLI (Gaming Laboratories International) certification or any equivalent gaming supplier credential. Zeffy does not have these credentials because it is not an ERS provider — it does not conduct draws or select winners.

Will Zeffy become approved by my gaming authority?

Zeffy does not currently have plans to become a licensed ERS provider, as this would require holding a license to conduct electronic draws — a service Zeffy does not offer. If this changes, it would be communicated through Zeffy's product updates.

Drawing your winner

For drawing the winning number, you can export the list of all purchased tickets and use an external drawing service, such as a random number generator, or you can manually draw a winning number, depending on what is required by your local gaming authority.
